Play-through the tutorial of the game until you reach the Downtown area. Advance through the downtown area until you get the fire hose from the Subway Control Room and use it to put out the fire in the alleyway.
Once the fire is out head down the alleyway to reach the Garage. Inside the Garage you will find the Bolt Cutters directly opposite the door you enter through. Once acquired the Bolt Cutters allow you to cut open chain locked doors throughout the various locations you visit in the game. With the Bolt Cutters you are able to advance the main story and access various areas inaccessible prior to having this tool.
